They're losing money everywhere, but mitigating exposure to workers may help. I mean worst case they lose money. Best case they can stay open.

Are they really private? How many federal grants did these restaurants take recently? If a city or restaurant wants to choose a policy that should be their right. However they should not be bailed out but the government when it turns out to be not wise.

If you use that logic that federal assistance dictates policy for compliance for the best interest of the general public then anyone who got a stimulus check, extra unemployment, rental assistance, government subsidized health insurance, food stamps, etc should be mandated to get the vaccine.
