No the levee couldn't break, and they didn't before. The insideous problem is a peat lens under a levee that gets more water in it than usual, it and its clay layers ligquify, and the water travels horizontally under the level and undermines it.
I doubt that ever five feet was tested when the levees were built. Or rebuilt.

Funny because when he was asked by the judge if he had any words for the victims he replied with "nah" and showed no signs of remorse for his actions. Nothing changed with this criminal other than he knew the mayor had his back and he's now untouchable.
