Any truth to this claim? I would imagine the official date of incorporation would have been resolved w the election and lower courts; so no need for Supreme Court to rule on it. But the city boundaries are puzzling considering there has always been a city of St. George. Did part of this move also include plans to change any of the boundaries?

The date of incorporation will likely be retroactive, meaning Baton Rouge illegally annexed several properties in the interim. That's why she's worried about it.
