This is a continuation of the one partial loop they currently have. They need to connect this to the Barksdale extension they built and they’d have a full loop.

Shreveport was supposed to be a large city and then it wasn’t, but the road system was always planned.

I-220 is a loop. Ironically, Bert Kouns Interloop isn't.

For all of Shreveports faults it is super easy to get around. I do wonder if this 3rd loop is even necessary though.

Don’t forget the new Jimmie Davis Bridge.
Between the population shrinkage, and all the new roads and bridges, soon Shreveport will have the best road system in the world.
Nothing but wide open lanes, with only a handful of people driving on them.

Just looked at a map. Maybe I’m used to 410 in San Antonio and 610 in Houston, but this Loop #3 looks like a completion of one loop.
