should TOPs recipients be required to stay in LA for a set # of years after graduation?

What if they go to grad school in another state and then move back?
Its pretty dumb though because it would handicap your graduates from finding jobs unless they want to pay back $$. And I feel like it would leave a bitter taste in a lot of graduates mouths and make them more reluctant to donate to the school in the future.

I moved to Georgia a week after I graduated for grad school.
I agree for drop outs (barring certain circumstances) should pay it back.

Of course not, La doesn't have enough jobs to offer as it is. And certainly not to college grads.
Just raise the reqs for qualifying and raise admission standard to the universities- of which we have too many BTW. And make the people who flunk out or quit pay the money back.

Agreed. This damn state paid for your education. The least you could do is try to make it a better place.
Maybe if you can prove you couldn't find a job here. That would be the only stipulation I would put on it. If you can't find a job here, then you don't have to pay it back.

Makes sense to want some kind of return on investment on the tax dollar. LA needs to retain as many bright minds as possible to help improve the states' condition.
Not sure if this is the solution, but there needs to be some type of incentive. Not every state has a TOPS type program.

no....not unless you wanted to make a student who chose to go out of state pay back all tax dollars attributed to his education. remember, LA gets students who were educated in other states as well.

I received TOPS and the answer is yes. I went to school almost entirely on the tax payer dime and I bolted to Texas as soon as I graduated. There would have to be some sort of provision for continuing education in another state or maybe deductions if you move back to offset if you start constricting back to the state. I haven't thought that much through it, but for me and hundreds of thousands of others to receive aid and never contribute to the tax base is unfair for people that pay into the system.

You want to fix TOPS?
Make it only eligible for those with high GPAs and ACT scores.
You can receive TOPS with a GPA of 2.5 and an ACT of 20.
Then, you only have to maintain a 2.3 for the first year and a 2.5 for all 4 combined.
That is pretty shitty.

This should have been changed the minute they slashed the amount each student gets. I wonder how many good students the state lost to out-of-state schools because of the cuts.

Making the dipshits that drink their way to a 0.6 and academic suspension pay it back is good enough for me.
I see no reason to piss off the actual smart high achievers. They may send a few nickels back to the school one day.

Isn't it close to a wash when LA loses some, yet gains some that were educated in other states?
Also, when politics fricks up the movie business, a new Exxon refinery, etc., how can you blame a new grad who applies all around but only gets an interview OOS?

If you lose TOPS at any point due to reasons that are academic, legal, etc., you should have to pay it back in full.
