Shitty idea.

Job market blows in Louisiana. I would have loved to stay but couldn't. The state should do other things to keep graduates.

If the state doesn't feel like TOPS is working then just get rid of it. Making it become some sort of loan if kids leave is bogus.

I think it is a great idea. Get people that are willing to change the system instead of keep profiting off the broken system, then complain it is broken.

It is a welfare system and some people only benefit and don't pay in.

Louisiana has a shitty job market for most careers that require a college degree. This bill would just remove one of the biggest incentives for attending school in Louisiana. Telling students they have to work in the state or pay off a scholarship doesn't work if there aren't any jobs in the state. Louisiana needs to fix other problems before cutting scholarships.

What are we benefitting by funding their college education?

Before TOPS kids were already going out of state. Now they are getting an education and then leaving.

Are you afraid we return to what it was? Because the problem has only become worse under TOPS.

Getting people to go to school in Louisiana with government funds does nothing for the state except cost them money. I'm very grateful that I had TOPS and would have a ton of loan money had I not, but since I left right after college I pretty much took a donation of tax payer dollars to pay for school. It's not welfare because it's merit based, but it's still tax payer money being distributed.

TOPS was meant to be an investment to keep students in state. By doing this they hoped they would stay and contribute ten fold in taxes over what they took for school. The problem is now students are taking the money and then bolting. I don't know about you, but I'm not in the business of making investments where I get no return and not even my principle back, and I don't think the state should either.

Give them an opportunity to stay and they will. People from Louisiana love Louisiana. They also love being able to feed and cloth themselves. Can't do that with zero job and zero money

Would a tops program that required users to stay in state ruin the entire program? I would never attend s college if the stipulation upon graduating meant I had to stay in the state for so many years. Not being allowed to work where I want kind of defeats going to college

I would love to stay, but the reality for me anyway is I can make way more money 4 hours down the road. It's just not fair in my opinion for taxpayers of LA to subsidize education and then expect the people that received that benefit to not have to do anything in return.

You are acting like the students are owed free college education. It was a tradeoff.

The state will make the opportunity by keeping the educated workforce here. Grow organically (somewhat) instead of bringing in. Cheaper that way.

No one is making you take the money. You don't like the rules get the money from elsewhere. Federal aid has no such stipulation. The state shouldn't pay for your education for no reason.

The general view from people against this amendment:

I would never take free money if it meant I had to stay here. If they put that stipulation I will stop taking their free stuff. I would rather leave without a free education and have to take in debt myself to get it.

If the point was to educate LA students and keep them in the state, the obvious solution since we can educate them, would be to find a way to keep them in the state.

If you want them here, give them a reason to stay

This is definitely true. There is no doubt LA needs to do more the bring and grow businesses in the state. That would naturally keep students home after graduation because of the greater oppurtunity, but that is a separate discussion than having/not having to repay TOPS if you choose to leave.

You say that as if there is an easy solution.

You can't mandate salaries, you can't mandate new industries.

Again, I am all for keeping educated LA students here. TOPS is a good system, it just failed in its main objective. Don't throw it away, modify it. And continue to look for new ways.

I never see BR as the Silicon Valley of the South, or the Milan on the Mississippi when it comes to fashion. So, I don't see why we fund the education of students who have no intention on staying here.

Other states have more than one or two industries. Why can't we? Politics. And yes, politics can most definitely bring new industries to the state.

If I've got to leave to find a job, which would then cause me to repay a student loan, why wouldn't I just go to a better school and hope for some type of scholarship?
