I think that student should pay their tuition and when the get their grades submit them and the TOPS program would reimburse them. No make grades; no reimbursement.

You do realize that most that go to Texas after graduation come back right? The entry level job market here is crap. Graduates are forced to go to Texas because THERE IS NO JOB HERE! Once they get enough experience in Texas to qualify for anjob here, even when it's a downward move pay wise, they often move back. This is an idiotic idea that punishes the very people this program was designed to empower.

1) TOPS is a program offered to citizens of LA. Not a program only for people who want to stay in LA permanently. Most kids that get TOPS have parents that have paid taxes which have gone towards TOPS, so they're entitled to the program if they make the requirements of it, whether they stay here or not.
2) Because you have to be a resident of LA, the program should encourage successful parents to move to LA with their kids, bringing two more taxpayers so that their kids can receive cheap, quality college education. Therefore, the program will bring people who want to make LA better
3) this all sounds like the opinion of someone who didn't have the opportunity to take a good job out of state, and is now envious and angry that others have the opportunity

The economic atmosphere of the state is absolutely fricked and this isn't even a band-aid.
Fix TOPS by increasing required GPA and ACT scores and by forcing those who lose TOPS due to academic failings, legal issues, etc., to pay it back.

TOPS absolutely needs to be fixed, but there are better ways to fix it, like raising academic standards and forcing drop outs to pay back
