So, Exxon and other companies have their buildings engineered by some guy in India who’s just viewing the whole building on Zoom or something? And they basically have calculated that the 75% reduction of costs from hiring an engineer who can’t view the building in person is worth the 1% risk (or whatever they’ve calculated the risk to be) that this will cause the whole building to collapse and will cause Exxon to face a huge lawsuit?

Yes, we are ruining the country with H1B workers. These jobs would be better and higher paying if companies couldn't fly in a foreign national willing to work for half the price. The resulting higher paying jobs would attract more Americans into the industries we claim we cant fill.

but i do feel alot of this is already correcting itself, at least on the engineering side
they are not nearly as "high value" nor do they "optimize" nearly as well as they claim and the indians have a tendency to be complete and utter assholes as they think they are better than everyone else
but short answer is yes. if you want to ship it off claiming you cant fill the job with Americans for the price you are willing to pay....then yes that should be discouraged.
I'm pretty anti tariff but the other countries are doing it to us, taking advantage of us all while we foot the bill to provide security to the whole world. its bullshite.
just like the Canadians....they tariff the hell out of us, then get all pissy when we do it back. frick them.

that will make things more expensive for us, we are the ones paying the tariffs. The government should focus on making a more competitive labor market here.

Think refineries and chemical plants, not buildings. Stuff with reactors and thousands of miles of pipes with flammable material crammed into a small area.

The regulation should be written such that the company paying the foreign labor pays a penalty/fee for every non-US citizen used in revenue generation on American soil.
Ultimately the buck would be passed along to the end user, but I’d be curious if the structure could be such that these jobs are cheaper for Americans to do.

Depends on the sector. Transportation sector, at least at the state level, won't let you bill hours for foreign workers.

Regarding engineering, ultimately I don’t think the cost changes much. As explained earlier, total project costs tend to shift versus being reduced when offshoring the engineering. This is not understood among upper management but is well understood by project engineers and project managers. Also, if the cost for engineering is increased in estimates prior to project funding, it will result in greater selectivity in which projects are approved. It won’t necessarily reduce a company’s target capital expenditure budget.
