Relationship advice on waffle guy

Reconnected recently with someone I was I love with in college. Life has taken us in different directions, but when we started talking, it was like nothing had changed. The person says they are still in love with me, and I’m ready to give it a serious chance. However, the person has been in a 12 year relationship that they describe as “going badly.” They say they want to be with me and want to end it, but that they don’t know how to end it with the other person. They have no children together, no shared assets, and don’t live in the same state. I’ve heard no concrete plan on when or how the person plans to end the relationship. The person says they need time. I don’t know much about human behavior or psychology, but even I know something seems off. The guy is waffling on a decision. How much time does someone need to end a relationship? Thoughts? Advice?
