I drove down to BR Saturday to see my daughter and came back home Monday and I didn’t see him either time.

I think someone bought him a bike with a pull behind cart. That was a new addition I saw today. He wont use it though cause he would have to eliminate about 95% of his stuff

This guy is working the system. He's taunting authorities and the public. He's not even there the entire day. He's out there sweating for a year or two to get what most people work 30 years for. A retirement payoff.

The State and Parish have adequate laws to remove him. Get the DA involved, get a second opinion, serve or cite him, then remove the debris.

He has had the generator for a while

I almost ended the whole charade today. He crossed the road in front of me, I had cruise control thinking he would pick up his speed a bit... no cares given, had to swerve in other lane to miss him.
I think he uses the water out of the median for whatever.
Maybe I'm cold hearted but I'm waiting for an 18 wheeler to have to swerve or slide off the road just a smidgeon and smash this to an end
