Yet one is now a world heritage site and one of the most pristine places imaginable, while the other struggles to keep its streets safe or even navigable with superior resources at its disposal.

Is climate the main difference?

I'm not a louisiana born/raised guy so let me ask

Was New Orleans ever a jewel and when did it decline? I've heard that it has always gotten in its own way in terms of infrastructure and economic development.

my theory: concentrated government funded low income housing really decimated the American Inner city nationwide starting in the 50's

Certainly one difference. Cultural influence of the American South vs. Canada is likely the biggest diff.

Shipping and trade in port of N.O. probably accounts for a lot of differences in the history of the two cities as well.

Also, isn’t it a main port city in the world and attracted lots of nefarious people throughout its history?
