The only way to verify mileage would be to tap into a car's computer (aka spying) or create a new government agency to annually inspect every vehicle in America.

This is to go after suburbanites and rural voters who are mostly Republican's and conservatives. they travel the furthest to work vs. inner city walking, using public transit.

And even if they tied it to mileage, how do the calculate the actual wear on a Highway? Will each vehicle have a different tax rate based on weight?

This is how they tax cargo trucks. Companies are responsible for reporting the weight of their fleet and an annual tax is assessed accordingly.

With the Feds mandating 50 miles per gallon or whatever, we are going to be using less and less gasoline. The federal gas tax is based on gallons purchased... less gallons purchased... less gas tax revenue.
Under a per-mile system, everyone pays based on how much they drive... it's no different than a toll road system... the more you drive the more you pay.
With a toll road system... you can choose to drive free roads. Here, you can choose to drive less.
I'd only support this if it's a complete replacement for federal gas tax. Not as an add-on.
I'm sure they will work out a deal with the states to collect it as part of state vehicle registration fees.
