The only problem is I work in an open area inside and I can't tell if they are talking to me or someone on the phone.

It's typically done by those that hates everyone they work with and used as a means to avoid having to stop and listen to their BS all day.

You may find it rude or inconvenient that you are unable to speak to this person in passing, ask a question, or otherwise interact with them. That is fair, and probably a warranted reaction.

This person, by having their headphones in, is signaling that they do not want to interact with you. Is it not just as rude or inconvenient for them if you speak to them when they do not want to be spoken to? I think it's just as fair as the above point.

Where does this leave us?

I don't want to talk to people especially when I am out in the field. Also I can talk on the phone to one of my 875357 bosses while still working. If anyone considers it rude they can frick right off.

Not allowed in the hangar or on the flight line where I work. Safety purposes.

You need the ear buds that looks like hearing protection. I almost bought a pair when I worked for an airline.
