It's just been my personal experience that people who work state jobs are sensitive in nature and like to copy the boss on everything. Those I've worked with at private companies don't give a crap about copying the boss on every email.

After I’d been working for a company for 15 years or so the boss hired his daughter. Every email, regardless if it was only a “merry Christmas” email or some shite, she would CC her dad. So annoying. And every time I would reply to her only, not reply all.

You can always tell when they know they are the one that messed up. They wont copy anyone.

I have to do this a lot, but being in internal audit nobody wants to respond to us and it is the only way for us to get the stuff we need...lol

1) You aren't prompt in replying and people feel like they have a hard time getting an answer out of you.

or

2) THEIR boss said, "check with SouthboundTiger" so they cc'd you to follow the orders their boss gave them.

or

3) Your boss told them, "cc me on anything you send SouthboundTiger" - could be a good thing because he/she will see how "in demand" your time is and maybe shift some of the burden off you or compensate you accordingly. More likely, it's bad though; rumor is going around that you're an unresponsive dickhead who keeps screwing up and it's another way for your boss to keep an eye on you.

You gotta REALLY be an arse or screw up or something for me to include bosses. I give people the benefit of the doubt. It has to be pretty obvious that you're being a bad actor on purpose.
