You work for state government, don't you? Because I've only ever seen this in state jobs, never a private industry job.

I do it when the person has been disinclined to do their job, has a tendency to lie to make themselves look good, or is a untrustworthy a-hole in general.
If in the past it was direct emails, it’s prob your own fault your boss is now attached.

If in the past, my solo addressed email gets ignored. In future emails, I CC their boss and those always get responses. Some people need their hand held to work

I actually make a point to ignore those even more.
Same with read receipts. If you put a read receipt on an email i'm sending a confirmation that it was opened and never replying to you.

I had a job that our emails in and out automatically got forwarded to a manager. I found out when I was looking through my email settings when I was trying to fix an issue. I wanted to tell them just to forward me what I needed to know or do instead of me being the middle man.

I’m talking about the CC for when one of your subordinates messes up something. So instead of confronting you, they just copy your boss.
