The biggest issue is infrastructure and the physics of charging.
Abhorrent EV depreciation after 7-8 years isn't likely to change unless batteries go way down in price, though

It's inevitable at this point of the tech. I wouldn't bet against billions of dollars of investment not improving it in some fashion

You are missing a key factor that every car will have a full tank every morning from charging overnight. EV cars don't need to go to the gas station ever in a lot of situations.

Watch lease rate/returns on EVs.
The wholesale market has already figured this out as auction prices for EVs have fallen much faster than ICE vehicles.

Unless your evac was very short and relatively traffic-free (lol) using an EV would be foolish for the task.
The lines are bad enough at gas stations during an evacuation, can you imagine trying to recharge an EV en-route?
I doubt that a 15-minute recharge r is ever a real thing, unless it is just a partial to get to the next charging station so you stop. Again.

If I was evacuating with my family during a hurricane, I'd prolly just take the ICE full size truck rather than the compact car EV.

EVs would be better for hurricane evacuation in the vast majority of situations. It'll be fully charged when you leave home so stopping tk charge isn't really going to be a thing. You're ICE vehicle will likely not have a full tank which means you'll be stopping to fill up sooner
