I will bet there is zero enforcement mechanism attached to this. A private business asking for proof of vaccination or a test to enter is one thing but a city employee can't demand a person show a damn thing. They can't go around a restaurant and ask people show them anythign.
This will be nothing but a headache for these establishments and will be nothing more than lip service. The ones who were would enforce it will be the ones who would have put in their own proof of vacination.
