The reason that the vaccinated don't need to be tested for covid is because they can't test positive (be a breakthrough case) without being hospitalized or a fatality per the CDC... How dumb is this??
As of May 1, 2021, CDC transitioned from monitoring all reported vaccine breakthrough cases to focus on identifying and investigating only hospitalized or fatal cases due to any cause. This shift will help maximize the quality of the data collected on cases of greatest clinical and public health importance.

With the emergency powers I'm not sure. It appears that is the crux off all of this shite nationwide.
Not sure if the legislature has to reign them in or what. They don't really seem keen to do so.

Legally, none in my opinion.
Effectively she has it though since everyone will comply and the people that could oppose it won't.

Since July they have started collecting breakthrough case information again. Before states weren't really keeping track now with Delta they are.
