I never heard of the Phoenix but I like Mojitos and only two bars in the quarter make decent ones. The Cuban bistro Manolito and the gay bar Napoleon's Itch.
I wouldn't hang out there but the mojitos are excellent.

It's a bar where gay people can openly socialize. It used to be more necessary as gay people couldn't be open about their sexuality in an establishment without fear of harassment. Now they are typically just bars that cater to gay crowds.

They are similar to a normal bar, usually a lot more fun.
