WA, OR, CA, ID, MT, ND, SD, WY, CO, MN, MI, WI, IL, OH, ME, NH, VT, RI, HI, AK.
The list gets really tiny when you ask which states are reasonable in the summer AND winter.

Pacific NW is awesome for 3 months, just not Portland or Seattle.

Madison, WI is awesome during the Summer/Fall. The problem is what comes afterwards.

Yeah, I have amazing summers and 8 month winters. Snow in June, July, Aug, and Sep is rare around here. Not so in the other months.

Yep. When I went to school there in the mid 1990s, most, if not all, rentals had NO AC. You opened a window to cool off.
Summers could get hot in Boone... I'd even hang at the library during SS just not to sweat.
But now students have swanky apartments that aren't slums.

I visited last summer while we here in Louisiana were dealing with 97+ days over and over with no rain in sight. It was "hot" according to the locals with a high of 81 and low humidity. Say what you want about SoCal (and there is a lot to say) but the weather on the coastal areas is absolutely beautiful. Of course, that's part of the reason a 950 sq foot 1 bd, 1 bath condo on the beach is listed at $3.0M
