This was always going to be the issue as soon as the count went past 4. Determining the top 4 is so much less difficult and controversial. Maybe 2 but usually there would be 1 team that could be 4 instead of 5;or ..6. But determining who is the 12th best team? That opens up the range to 4 or 5 ...
