To shore something up is to bolster or strengthen a partition so that collapse or caving in is prevented from occurring. In construction projects that have sub- grade basements or parking decks, shoring wall contractors are hired build them. I have seen them as built in holes 40-50 feet deep for high rises. So yes, the correct term use is “shore” up.

It's a corporate way to reassign someone temporarily or have them "stretch" into a role they don't want to actually hire for. It's also bullshite because Billy usually gets no pay advantage and ends up sweating his arse off to make sure a project he isn't equipped for doesn't go south.
