The most heavily weighted criteria are active voters, enlisted military and civic education and responsibility (jury duty, participation in civic organizations, civics Ed requirements) in that order.

Sounds about right to me.

I don't agree with Vermont but New Hampshire is home to the Free State Project which promotes libertarian ideals.
