My wife is from bumfrick Alaska. Grew up in literal off the road villages 30+ miles from the nearest road system. Like 90% of Alaska natives off the road system and their literal livelihoods are based around a large river....dont know how to swim...but you know what they do know how to do? Float, not panic, and 60+% of the time they have a pfd

A falling tide can have some strong current in the afternoons. Not sure of what the tide times and range where at that time but it’s usually strong at the beginning of the month

It already exists. It's called scouting.
Eta: I'm helping teach swimming and lifesaving Merit Badges tonight.
Eta2: The two most useful strokes anyone can learn are the sidestroke and the elementary backstroke. Both keep (mostly) one's head out of the water and require minimal exertion.

From what I can gather by bits and pieces that I’ve read it seems like he met a girl and wandered off with her. His friends assumed he was going with her. He then left her group and she assumed he was going back to his friends. Everything got crossed up and both groups left assuming he was safely with the other.
