They were laid up in hiding, already agitated from the big storm. He isnt causing harm, but he knows he is scaring them.

Clearly shows they were aggravating the manatees, enjoying it, and that is against the law there. Ok, case closed, pay the fine, move on!

I took my family to Crystal River last Mardi Gras to see the manatees. Those people over there are insane about “protecting” those things. We took our boat to a spring where the manatees go when cold. There is roped off area at the spring where they congregate. I swam up to the rope to take underwater pics. A guy in a kayak paddles up to me and tells me that he and a guy up on the bank are watching me. If any part of me goes inside the rope I will be taken to jail. Another spot I am just standing in chest deep water in narrow channel. I can’t see but a manatee is swimming towards me. This lady starts screaming at me that I am blocking the manatee’s path. By the time I understand what she is talking about the thing swims by me and she is absolutely losing it. She starts screaming that if I would have touched it she would have gotten me thrown in jail. I was just standing still the whole time. I went back to my boat stunned. Come to find out she was a tour guide with her husband and their boat was parked next to mine. When she swam back to her boat I made an arse out of both of us.

I took a video of one a few years back swimming in the Calcasieu ship channel. It was pretty cool to see.

Manatees LOVE drinking freshwater, not sure why but they will guzzle that stuff like its Crack. I think it is against the law to feed them freshwater, thus the charges.
