Man gets 18 years for contractor fraud

Bobby Spoonemore faced 16 felony counts after working as a contractor without a license. Spoonemore’s victims included the State of Louisiana, six people and three businesses.
Spoonemore was arrested last year after what a prosecutor called a “manhunt.” In October 2024, Judge David Ritchie refused to set a bond out of fear Spoonemore would not show up for court.
Spoonemore will be eligible for parole after six years and receive credit for two years already served. He will also have to pay roughly $274,000 in restitution to his victims.

Franklin Fondel, Assistant Chief Deputy with the Calcasieu Parish Sheriff’s Office, told 7News about the investigation after they arrested Spoonemore a few weeks ago.
“Spoonemore received funds from victims in exchange for work but failed to complete the jobs. Spoonemore also failed to have proper licensing to provide to these victims that he was actually a licensed contractor. We also received complaints that Spoonemore was writing worthless checks to companies,” Fondel said.
Spoonemore was in court on nine cases with sixteen charges in all. He pleaded not guilty to all of them. According to the Calcasieu Parish District Attorney’s Office, more charges are expected.

Are contractors really needed anymore? I find an above average handyman these days is better than the average contractor.

I know a lady and her sister who got shafted by him.
It was a sin what he did to them.

I think that charge is for operating without the required insurance coverage. Got to have liability and work comp to get the license.

Yea but you would imagine the fricking state would verify they're using licensed bonded insured contractors, and it would be relatively easy for them to get accurate info

Contractors are needed even you need multiple different jobs done that require different skills. Like electrical, framing, sheet rock, paint, plumbing. They coordinate all those jobs into one task. No handyman can wear all those hats and be licensed and insured.
Now the unlicensed uninsured handyman is fine for small tasks like day work. But when doing jobs that will cost tens of thousands you want a licensed insured contractor.

He didn't perform contract work for the state. The state was probably a defendant because the licensing board was involved or something. The licensing board can impose fines so he probably had a shite load of fines against him.
