IIRC, this follows in the footsteps of the Edward Said style intellectuals with regards to cultures.

Basically, hold higher cultures to a higher standard and lower cultures to their own standard. Which in Said’s case boiled down to “Israel should be held accountable but not Palestinians for the same actions.”
