They likely have some sort of ERP they must enter all quotes/orders in to, and there's likely a queue to enter it. You're in line behind the contractors that do daily business with them.

For any of these “we’ll provide an estimate” businesses, simply figure out the fair price you’re willing to pay and call around and ask if they’re able to do it.
