Not really. Russia has roughly 3 million active and reserve troops. There is no way Russia can mobilize its entire active and reserve forces for "special military operation" without admitting it is getting its arse kicked. It definitely cannot justify a mobilization and conscription of its entire MAM population for a "special military operation." Ukraine on the other hand is fighting for its survival and not only does not have to justify its mobilization to its people it has already started the process of mobilizing its reserves and planning larger mobilizations. It also has to find a way to pay its soldiers. It is currently not giving the bonuses that it promised its soldiers or compensating their families. How is it suppose to pay another 2 million soldiers.

Russia did not withdraw its troops from the Kharkiv region. Ukraine pushed the Russian troops out of the Kharkiv region. Russia did not withdraw its troops from around Kyiv by choice. Russia withdrew its troops from Kyiv because Ukraine counter attacked and was close to encircling them. Russia claimed that it was withdrawing its troops to focus on the Donbas to try and save face with gullible people like you.

I can't think of a better way to spend the millions of dollars seized from oligarchs than to pay for the soldiers leading their demise.

Two and a half months ago have little to do with the current progress that Russia is universally seeing along the front in Southeast Ukraine.
Early in the war it looked bleak for Kyiv with how quickly the Russians advanced to the outskirts of the suburbs there.
