It very well may be BUT we have such spotty and amateur-based intel we wouldn't necessarily know. A lot of what we see may be probing or recon by fire in order to tweak the battle plan. We are talking the invasion of a country the size of TX so the allocation of assets to the correct areas is important and some areas will fight harder then others even if they have the same potential firepower/manpower.

Russia has a much stronger military than Ukraine right?
So maybe the thought that if he puts pressure on them and show that he is willing to use military force that Ukraine would feel like there is no point in having a lot of casualties over what would be the enviable.
