He did none of this via homeland propaganda leading up to the invasion. He actually made very little of an eventual war to his people. He told them, and most of the troops on the border, that it was all a training mission. Putin did not even attempt to gain support from the Russian people for his war on Ukraine. That is clearly established fact at this point, and is one of the reasons there was such a backlash at home and Russia quickly clamped down on outside information, banning everything from tiktok to MySpace.
You can say whatever you want about Russia today and how the people may view the current war on this particular day, but you cannot say that Putin "sold" anything but a half-baked lie about a training mission to the Russian people. That's revisionist history that ignores what we know to be true. Putin failed miserably to garner support for this war, and it has cost him considerably.

Michael Kofman, a guy who I have come to trust in all of this, has a theory that Russia has a limited supply of guided munitions. Some people have questioned/doubted that Russia even has them, but Kofman, and others for that matter, seems convinced that they do and that we know that they do.
His theory is that they are being reserved in using those now due to the possibility of a future conflict with NATO. Russia believed in the beginning, and may still believe, that they can take Ukraine without dipping into that stockpile. It appears to be a strategic decision with an eye on what this conflict may lead to.

They thought they could easily defeat Ukraine with all of their old decaying Soviet shite that needs to be used anyways before it’s useless. Which makes some sense.
They have a limited budget so they didn’t want to use their high end stuff in the event the war escalates
