It’s a great question and it’s not really clear… it appears they thought this “special operation” wouldn’t require these expensive munitions, that Ukraine would collapse fairly quickly.

They expected to be taken in as liberators and not actually have a fight so why destroy the infrastructure? You need the local support and blowing up everything is not going to accomplish that
As far as why they are announcing it now, my best guess is leverage in peace negotiations with Ukraine. Oh you thought it was already as bad as it was going to get, you were wrong

According to my friends in Moscow, a little over 25% really believes that the stuff that the Kremlin is saying. 25% somewhat believes it even though they admit that Putin and his regime has lied about a lot of stuff but they don’t believe he would lie about this. My friends in St Petersburg say less people believe the Kremlin but it’s still a pularity. Way more people are apathetic in St Petersburg.
A friend of mine who is a Ukrainian who was a doctor in Moscow but has fled to a town on the border with Latvia and is trying to flee Russia completely because she had Russian thugs accusing her of being a Nazi threatening to kill her and her daughter just because she was Ukrainian (fyi she has lived in Russia for over 10 years and her daughter is a Russian citizen). She says that she feels safe in the small rural towns because they have access to western tv and broadcasts.
The point of all that is to say that you can’t group Russians into one basket anymore than you can Americans. However, Russians support Putin because they believe he is making Russia prosperous and strong. The more their economy crashes and the more ppl will start to question Putin. Of course the opposite could also happen and ppl rally around Putin and then he gets bolder and WW3 here we come.

St Petersburg is a more cosmopolitan type of city that historically has been close to the west so I can't see a ton of people there falling for Putin's shite. If I had to guess it's the more provincial, poor types in Russia believing this shite. Kind of like the ones on the PT who live in an alternate reality. As history has shown us, it's easier to manipulate people who are economically frustrated.

There’s been some very good guesses already posted in this thread but, I think Russia was counting on these hyper sonic weapons to serve as a conventional deterrent for any NATO country looking to get involved.
Their use now seems to align with the stories of a Russian shortage of guided munitions. They don’t have large stockpiles of hypersonics either so this is definitely a very costly move for the Kremlin.

Once she and her daughter escape Russia I will consider posting pics. She has already had Russian thugs harass and threatening her on the subway and the police/security guards at the hospital she worked at tell her that she needed to get out of Moscow for her safety. She forgot her daughters birth certificate at her apartment in Moscow and she is currently waiting on her neighbor to mail it to her so she can cross the border to Latvia.
