I was wondering more about % outage than lack of demand.
Recent outages are annual before summer blends when price goes up. When I was in CA in early 90's at Shell, they informed us that everything at the pump was premium, due oversupply and running out of regular and midgrade, but that was end of summer. Thus, in SoCal if bought regular you were getting premium at the regular price.
The price of crude would be higher but demand from China still hasn't returned as prognosticators had predicted.

If the crude units are taken out a refinery can't do much at all.

I had a project at a chemical plant. 1st time in my 32 years of construction that a project was put on hold. The paid for the chiller/pumps/AHUs that were already delivered and then job went on hold.
Hell, I couldn't even sell equipment during that time. Some companies were looking ahead for needs but no one was spending money. I don't think that I made a single dime for 6 months.

The Russian president, Vladimir Putin, today repeated his warning that Moscow would view any attempt to expand Nato to its borders as a "direct threat".
A direct threat to Russian regional hegemony. There’s a difference. You don’t get to encroach on every other surrounding country for the last 100 years and then cry foul when one of them gets protection.

Small topping plant so just a crude unit taking rough cuts only. It's too small to be on any list

This is a long thread for what amounts to a US/EU/Russian/Ukranian agreement to test out new forms of warfare and launder money.

War seems like it would be a terrible way to launder money - you use your dirty money to buy munitions that blow up, vehicles that you destroy, and survivor benefits you have to pay out?

Got any more of those deep and well thought out ideas to share?

Are you joking?
Eisenhower tried to warn us in his farewell address in 1961.
Do you need me to explain to you how wars are used to launder money?

I'm not saying there aren't rackets in warfare. States are brigands. But it's not money laundering. Money laundering is washing ill-gotten money into clean assets.

If it’s true hopefully it just imploded. They would have never felt a thing if that happened but you would have had that terrible minute or so where you knew you were about to die while it dropped to its crush depth. If it was stuck in shallow water then you’re right, that’s a terrible, long death until you eventually just passed out from lack of oxygen. Personally I would be breaking into the arms locker and just end it myself. No chance the Russians would go rescue the crew if they thought they could keep it a secret. They have proven time and time again over the years just how little they give a frick about their own people’s lives.

In shallow water the reactor plant could keep making oxygen from seawater pretty much indefinitely. At any rate the longer this goes on its more likely the rumor is unsubstantiated. Our recon assets would have detected something by now and probably open source intel would have too.

This strategy of long range drone attacks on Russian infrastructure is the ONLY strategy available to Ukraine that can cause Russia pain.
All Ukraine has to do is slow the Russian advance along enough for a long-range drone bombing program to inflict enough pain on Russia that Russia decides it's not worth it.
So far Russia hasn't shown the ability to stop these drone attacks while at the same time, Ukraine's capabilities in drone warfare are steadily increasing. Ukraine may have the most advanced drone warfare program on the planet. I hope we are funding it and getting all the data.
