I'm going with husband offs his wife and just buries her with her car. Now uses the alibi that she left him and he has no idea where she went.

Maybe they were originally planning to roll the car into a lake but thought better if it and decided to bury it instead?

Would a submerged bag of concrete ever harden?

There used to be swimming pool in that spot and they used their old hoopty car filled with bags of concrete to fill in the pool

Cement is acidic and well slowly dissolve skin, hair, nails, and potential DNA, but 30-40 years is not a long enough time.

The San Francisco Chronicle's very recent article is behind a fire wall, but the first paragraph says the previous owner (since 1990) had a colorful history with arrests for murder and insurance fraud.

Is there confirmation of the age of the car being 1990?

It doesn't take much to activate the curing process of concrete. He more than likely bought bagged quick Crete and packed it inside the car with the intent of casing the remains.

I fully understand that cement itself is extremely basic and has a high PH, but no one thinks in normal terms of a basic solution as something to break down skin, you think of that as acidic. Go explain that to skeeter pouring your slab, he’s just going to think of cement as being an acid because that’s what most people think.
