I don't see any problem with this. We need oil, whether you like it or not. Petroleum E&P is massively expensive and risky. These incentives don't cost the government a penny and they make petroleum E&P actually possible. Without them, the risk involved in drilling would be prohibitively expensive for everyone but Exxon, Chevron, Shell, and a handful of others.

So you, what, googled “oil tax breaks”?
The only reason those deductions are specific to the oil & gas industry is that they are expenses which don’t exist outside of the oil & gas industry. Oil & gas companies can write off exploration costs just like a pharmaceutical company can write off R&D. They serve the same purpose.
