I got TOPS and moved to Texas right after graduation, and I agree. Taxpayers subsidized my education and I'm going to add precisely zero to the tax base post graduating. It would suck to have to pay it back, but I don't think the state should be giving out money that it can't recover.

I've said this from day one and it would kick a lot of free money back or make someone think about exactly why they are in or going to school. I know 20 people that used it and never finished. I'm sure everyone knows people like that.

For what it's worth, noone cares about the ROI. This is mostly the middle class taking a hand out because the lower class gets tons of it, and the upper class gets tax loop holes.

That would be such a bad policy.

Maybe the state should do more to make it more attractive to for those graduates to stay, instead of punishing those that get a degree then leave to start their life. And how many situations would come up where people would possibly have to be excluded from this rule? Who determines if a situation is worth waiving the clause? Seems as if it could potentially be a PR nightmare doing this.

The flip side of this is I lived in and paid taxes to Louisiana for 25 years. I moved to Texas five years ago and now my kids are treated at in state schools like everyone else OOS. Plus they eliminated the children of LSU Alumni Scholly so why should I send my kids five hours away to BTR when they can stay closer to Houston for the same or less money? Consequently my son is at UTD and my daughter will probably go to TAMU.

They are not doing much to get people to come BACK to LA ether

I don't think anybody would disagree that the state should improve infastucture, the economy, ect.

It's not punishing them, but how is that not the exact definition of a handout? The student takes the money that he doesn't have to "earn" (other than making the rediculously low ACT score), and doesn't have to contribute anything after to essentially pay it back.

The whole premise of the program is to keep the best students in state and educate them so they can in turn make more money therefore pay more taxes. What's happening is the students are getting the "free" education, and then leaving putting the state out thousands per student with no way to recoup the money.

It would be, but that doesn't mean it's not the right thing to do.

Figure out how to reverse the stagnant job market and stop electing those that don't give the slightest shite about the community and maybe folks would stay.

I tried to stay in LA after graduation but the opportunities weren't there.

let's be realistic, that's not going to happen. The state should be pragmatic and completely reform the program. LA taxpayers shouldn't be paying for kids with a 25 on the act to be an accountant in Houston.

Well for one, re-write the La Constitution.

Otherwise, raise the standards of TOPS. Leave that other bullshite alone.

I’ve said it many times, infrastructure leads to mid level jobs to hold you over until you get an abundant high level workforce.

Unfortunately, there’s nothing great about Louisiana’s infrastructure.

I'll add that there is a big missing component here.

Louisiana parents who send for their kids to Louisiana universities are benefiting from TOPS through reduced tuition. Presumably those parents are tax payers and have contributed to the base that is paying for TOPS.

Any attempt at any raising of standards in this state - education or otherwise - is immediately targeted as "racist" and everyone runs away crying.
