The reasonable prudent person test would not address this. There is no reasonable measure to prevent IEDs from entering the FQ.
However, knowing that this person was able to go around street bollards with ease, and then putting up basic posts that prevent it is reasonable.
Not doing so, and it happening again, would go beyond simple negligence.
I didn't intend for that line to cause this level of unproductive discussion so I will move on.

Am I crazy or did they not say that he posted the videos literally two hours before the attack? You are mad that the FBI didn't find those videos and track him down at 1am on New Years Eve?
He literally says that all 5 videos were posted between 1:29 am and 3:02 am.

Whole thing has a stench similar to Dallas Texas FBI setup. Things that don’t make sense:
Timeline -midnight is the time that makes sense not 3am
FBI agent immediately saying not terrorist attack
Kennedy comments about Feds telling the truth
Extremely fast Timeline of them finding the IEDs and disposing of them.
Initial accomplice reports put out then very quickly rescinded.
Could it be possible that a veteran goes off the rails, joined a radical mosque, starts acting crazy, Feds get involved. He procures explosives(real or fake) and remote detonators, possibly from CI or feds themselves. He rents car and travels to Nola. He plants bombs that don’t work because obviously the feds aren’t going to supply him with actual functional explosives. He panics when bombs don’t function knowing he’s going to get caught and makes a last ditch effort by mowing down pedestrians. Hits man lift, rings his bell and barely gets a few shots off before police take him out.
It’s a crazy hypothesis, but so is the idea that this guys plan was to mow down pedestrians hours after the crowds start to die down, and set off bombs scattered in areas that wouldn’t be heavily trafficked at 3AM.

For your scenario to happen, the city would actually have to ACT, because they already do take tons of measures to ensure safety in that area. Much more than rudimentary preventative measures ARE in place.

Also, the LA supreme court has defined willful misconduct in this context

Can you make an argument that keeping status quo in the quarter is flagrantly bad conduct of the city. Keep in mind that status quo for the quarter is the heaviest, most active and most visible police presence in the entire city.

Most normal people aren’t going to open an ice chest on the street. Others who would I doubt have any idea what an IED looks like. I would imagine it looks like a bunch of trash and not of any use so they close it and walk away.

Bollard question: the ones that are being replaced — were they just im the street OR did they extend onto the sidewalk?
If they HAD extended to the sidewalk then MORE than just the cop car should have been there .. If it was just ON the street then the cop car basically replaced the bollards.

Did he say they opened it and looked inside or just that they looked at the ice chests? I heard him say they looked at them but might have missed the part in which he said that they opened them and looked inside.

And they worked but I think beads got stuck in the tracks to slide them in and out of place making them a pain.

The guy committing this is frickING INSANE. He's not thinking clearly, logically, etc etc. HE IS CRAZY.

if I am blasted on Bourbon St. and idk what an IED looks like, hand to god, I'm going to assume it's a really high tech Ice Chest. There's absolutely 0% chance I'm gonna sober up and go "Hmmm, maybe I should think twice about this"

His plan was likely to set off the bombs at some point after he planted them, which IIRC they said he planted them around 1am. When they didn’t detonate he resorted to plan B.
