Which is why we use them instead of just the air temp, since it's a way more useful measure of the danger of the hot/cold.

My nephew was stationed at Minot AF base Minot, North Dakota, after graduating from Air Force Academy
Sometimes it was near 0, wind chill -20s sometimes. he & friends would throw a glass of water into the air. It came down ice.
On certain days the b52s could not take off(or weren't allowed to) due to iced over runways!
Hard to de-ice in -20 cold.

They go pee outside really fast and come right back in. Our dog would actually alternate lifting paws off the ground because of the cold.
