Tell them there is virtually no crime in Baton Rouge, the weather is nearly perfect, home and rent prices are well below nation average, car insurance is super cheap and all the women are super hot and easy.
If they do any research they'll know the truth, so blind them with BS and hope a few are gullible.

You could tell them that although the city of Baton Rouge used to have the highest rate of HIV per capita, in the entire country, it has since fallen to number two, behind Atlanta.

I've actually heard that Little Rock is pretty decent from a few people. Same with Birmingham. Beaumont sucks, and I'm not sure what Baton Rouge has that would draw people who aren't from Baton Rouge to Baton Rouge (other than LSU, but that probably isn't relevant here as I'm assuming the young professionals have already graduated from college).

competitive paying jobs
(without this, none of the following even matter)
safe neighborhoods
good nearby schools
a decent upscale nightlife
plenty of outdoor activities
reasonable commute times
no one is taking a 30-40k a year paycut to “live bear home”. When they can drive 4 hours down the road to Houston and have a much much better quality of life

Recruit more white collar employers and tech businesses using generous tax incentives and partnerships with local universities.
Everything else will fall into place after that.
