I can figure “Mexican gang guy with neck tats” or “black rap guy with neck tats” or “white biker dude with neck tats”
However, I see a plethora of what appear to be just country dudes with neck tats.
Can you help me with this phenomenon?

I own a company worth over $100 million and employ 300 people and had neck tats before I started. I wouldn't be where I am if not for my neck tats.

You don’t often get introduced to the branch manager who is sporting tats. Maybe the guy who dumps his trash or changes his oil has them.

Tattoos in general keep becoming more mainstream.
My mom made me promise never to get one while she was living, and I’m not getting any now that she’s passed.
I see an increasing number of older people getting them and once they start, some continue adding more and more ink, like an addiction.

It’s hard not to shake your head at the young people who get entire sleeves and then most of their body coveted in them. One pretty thoughtfully/delicately places isn’t bad but most people have no taste so they get something horrible. Then they have the attitude that it’s their body so they can do whatever they want with it (which is true) with no repercussions (which is not true).
