How to stop inner city violence

Listening to Trump last night had me thinking...
If it were up to you, and you had unlimited resources available, how would you put an end to inner city crime and thuggery? Would you be considered a racist for doing so?

Fund programs bigly that focus on extra carricular stuff.
Take away the zombie pill epidemic.
REWARD SUCCESS. Give small business loans to the top 5 in class at inner city trade schools. Full ride scholarship for 3.0 cumulative gpa. Incentivize SUCCESS

Military force. You would have to take a lot of freedoms away for an extended period of time making certain areas very restrictive and zero tolerance. Problem is, it wouldn't be American so we don't do it even tho that's the only solution.

Very harsh enforcement of gun related crimes and illegal possession of firearms. Stop and frisk.
These people shooting each other didnt get those guns legally.
Its weird how dems want gun control but are against harsh sentences for crimes committed with guns?

Change our welfare system so people are rewarded for having multiple kids out of wedlock while living at or below the poverty line.
Offer 10k cash for vasectomies to anyone between the age of 16 and 40

Unlimited resources? Coming from someone who grew up on the wrong side of the tracks:
I'd burn it all to the ground and then pick up everyone and send them to their own pre-made island that had everything they needed to survive. I'd have a structured immigration process in place to bring back those willing to live correctly in society.
Then I'd institute laws for the mainland specifically targeting gang behavior equating it to terrorism and show no mercy.

Just an observation from a recent trip to Marseille and Nice, but they had soldiers patrolling with assault rifles. And post terror attack, their crime is down.

Start paying them to shoot people. Make them show up Monday-Friday, 8-5, and do all of their shooting then. They'll soon say frick it.

However, after helping out with flood relief all over Baton Rouge, I had an awakening to the fact that some people have no motivation to help themselves or improve their situation. It was shocking to see those that wouldn't even help those that came in to help them. For those people, they are who they are and they will likely never change.
Edit: to add clarity. I'm talking about a 27 year old that did nothing to gut her home. A common friend happened to ask about it and discovered it was untouched 15 days after the flood. We rounded up 20 volunteers and went in and gutted it. She sat on porch and visited with her mom the entire time. Her brother stopped in to see her, visited for a bit and then left. She never got out of the chair one time. The common friend who arranged everything was upset about it and apologized to all of us. Was really eye opening as she, her brother and mom were physically fit and were capable of doing themselves or at least helping.

Cash incentivized vasectomies only for those on welfare I assume?
I love the idea and I bring it up here all the time. We could do $1,000 and it would be massively popular.

Funny you bring this up. We discussed this yesterday on the parade route while looking around at all the young single black mothers toting around two or three kids.
People miss the point. The crime isn't the disease, it's just a symptom.
The inner city culture must undergo a paradigm shift and nothing will change until it does. People have to WANT something better for themselves and there is a segment of society that just doesn't. They are perfectly fine with being born, going to ten or eleven years of school, having a few kids and living on government assistance until they die. There isn't a family structure or societal expectation of more. Until they strive to educate and lift themselves up, we can never force it upon them. The crime is simply part and parcel of this issue. The kids have nothing to look forward to in life and no clear path to achieve something better. So they TAKE what they want with no care as to whether doing so is right or wrong. Again, no family or society pressure to do different.

it's not the government's job to make people act civilized. You can throw money at a fire all you want, but at the end of the day you're just burning money.

- Completely reform education system and enforce truancy laws
- Stop war on drugs
- Strengthen incentives for people on welfare to stop having kids (vasectomies, stop giving them more money for more kids, etc.)
- Ship people caught with illegal weapons to the Arizona desert for a 10 year hard labor camp.
