Cats don’t like certain smells like citrus, cinnamon, and other things. There is a spray you can buy that uses this thought (you can make your own as well). I bought that spray from Amazon for like $10-15 and I found it kept cats from using my garden as a litter box.
The spray I bought spells like Fireball so if your cool with your truck smelling like that then I would give it a try.

Stay up and shoot it in the butt with an air soft gun a few times/nights. It'll stop.

another idea. go buy a laser pointer. go outside at 1 am and play with the cat. share some cat nip and point the laser all over its owner's vehicles.

Do you know what neighbor the cat belongs to and have you talked to them yet?
I'd give them 3 options....
1. Start keeping their pet indoors
2. They can pay for a new paint job on your truck to fix the scratches from their cat
3. You either call animal control or put out traps on your own. Then the neighbor can go find their pet at the shelter. And they can deal with whatever the city / parish may fine them for if there's a local ordinance about not keeping control of their pets.
