If you know it belongs to the neighbor, tell them to keep their dumb arse cat off your shite.
If they are strays, Trap and relocate to unpopulated area.

Not an OT worthy response because it’s a real answer. I had this exact problem. I put old school mouse traps all over my car hood roof and trunk for about a week. Nothing for four days. On the fifth morning I come out and all the ones on the hood had been activated and were spread around the driveway. That cat never went near my car again.

You're gonna need a second cat.
Go down to the local shelter and adopt the meanest tomcat they have. He will likely run the other cat off. Or they may become best friends. It's really the only option you have
