Props to the OP for linking the actual proposal and not an article about a news story about the proposal.

But how would they know... what would stop it from continuing? How would they police that?

Under a proposed law in Louisiana, homeowners would have to hire a licensed general contractor for any home improvement work valued over $10,000
this fricking state

How will this help to reduce contractor fraud? IMO, this seems to encourage homeowners to “self contract” even though they’ve hired someone to complete the work. Self contracting ended up resulting in contractor fraud for me about 10 years ago.

Louisiana as a whole is credentialed to death.

fricking ludicrous. I had a pipe burst in a condo I own.
Insurance settled out at $25k for Sheetrock, floors and cabinets.
One GC quoted $80k, one $65k and one $60k.
I hired some Subs through a buddy that has a painting company and knows skilled laborers. Did whole job, with upgraded floors, cabinets and countertops for $35k.
Under this legislation I would be hostage to the GC that wanted a minimum of $60k? I wouldn't have been able to fix the place.

You're from Calcasieu now, right? They're prosecuting most everyone who may cross the line.

This smells like they are trying to take care of their GC friends in the looming home crisis. Less homes to build mean the GCs will need a new revenue stream…

In my line of work this is good news… more work for us… I understand the pushback but to be honest some 100k jobs some crews doing for under the 75k threshold purposely

The whole board of the LSLBC is made up of large GCs and the head of the board has been pushing the homeowner's $10K limit for years. He once tried about 8 years ago.
Homeowners should be more upset than handymen at this bullshite.

Licensed plumbers are the only folk that can legally do plumbing work in La. Please tell me of any instance that you know of, outside of a place like St Tammany, where some jackleg got booted from a job site for doing plumbing work without a license.

All professional licensing is about limiting competition. I know nothing of the process in Louisiana but in the states I have had professional licenses in the licensing boards are composed of the heads of the bigger companies in the industry...especially the building trades.
There are many areas where homeowners are not allowed to work on their own homes. Its all about limiting the competition.

Only a general contractor must pass a test and demonstrate some proficiency to become licensed.
this part sounds like a good thing.
But, of course this is just another money grab by the state. These "fees" will end up in some politician's brother's pockets.
It ain't. The same agency that grants the license, the state, also says that folks are competent to drive a vehicle. It is all about limiting competition, it has NOTHING to do with protecting the consumer.

Have heard rumors of some changes in Texas too.
As soon as the Rs in the state senate get done hanging 10 Commandment plaques in all the classrooms.
