I actually have mine set to silence unknown calls. If the number is vaguely familiar, I’ll call them back. Otherwise, if it’s important enough, they’ll leave a message.

are you required to give your cell # to some authority before going on a hike? How would the responders have had the cell # to begin with?

if I hadn't given some group my number that could save me, I would also not answer the call.

Except those plans went against their itinerary that it seems clear they shared with someone. Which is what you should do.

You don't deviate from the plan without updating your friend/family. Clearly they had service.
