Help OT! How to deal with a neighbor's kid who plays car stereo/subwoofer way too loud?

My in-laws have a neighbor across the street from them who has a douche of a son (probably early to mid 20's) who loves to crank his subwoofer in the driveway. My father-in-law says it's so loud sometimes that it rattles his windows. Father-in-law has talked to them nicely a few times to no avail and the last time they got real shitty with him. He's called the cops to ask what they can do and basically, it's just them giving the kid a "don't do that again please" talk. Personally, I've offered to smash the kid's car windows and destroy his stereo but my father-in-law shot that idea down.

A buddy of mine refused to pay a 2nd half payment to a lady refinishing his cabinets because she did such a bad job

I basically did this to an apartment neighbor, but chose Mussoursky's "Great Gate of Kiev" and he got the message. I suppose something like Tchaikovsky's "1812 Overture" with the cannon blasts percussion would have had the same effect.
