Get a picture of the kid and create a Grinder account. Start sending rando dudes to their house and make sure they ask for the power bottom with all the bass when someone answers the door.

Suggestions like this are good if you're seeking some type of revenge, but don't work in this scenario. Why the frick would you want to make the car LESS mobile, so then he HAS to be sitting in the driveway to bump his shitty music?

I agree with others that have said to put something foul like stink bait or rotten shrimp in the cowl (that grate at the bottom of the windshield). That's where the AC/heat draws air from and it'll undoubtedly make the car unbearable to sit in for long periods.

I had an a-hole neighbor about 35 years old who did this constantly except he was right next door. Trashy as frick alcoholic with a cute Asian wife. I politely asked him to turn it down a few times because it would rattle our windows and keep us up at night (including my young kid) but he never listened. After a couple years I finally had enough and bought speakers just as big and powerful with a plan to play Hanson’s “Mmmbop” loud as frick anytime he started his shite but before I could use them, his wife had enough of his bullshite and left his arse and took all his dogs with her. He had to sell his house due to the divorce and the day he moved out I played every sad country break up song I could think of super loud with the bass up as he packed his shite into the uhaul trucks.

Petty as frick, I know, but it felt so good.

Aim at neighbors home and attach sound source.

Play Whitenake Still of the Night or maybe something by Krokus or Dio repeatedly.

Your neighbor is very likely breaking the law every time he cranks his car. Is it a priority? Not until someone bitches about it. Tell him to keep calling. As long as your FIL isn't jamming up an emergency line or some other priority dispatch line, he has every right to alert the authorities on this guy.

I will never understand people that can't wrap their head around the fact that their right to want to listen to loud music does not supersede someone else's right to reasonable peace and quiet.

I don't know about your area, but the law within the city of Boise is quite simple. In regards to noise amplification devices, if it's loud enough that someone can hear it in their dwelling, it's against the law regardless of the time of day.
