My first car out of college was a Honda Accord, I loved mine.

His best bet would be a Toyota Camry. There are several trim levels he can get. You can get 200K miles out of a Camry easy providing the vehicle is serviced regularly.

I have bought my last 4 vehicles on carfax site.
I Like knowing history of car as far as maintenance, number of owners , & type of ownership
If he goes to that site and types in all his criteria and isn’t afraid of traveling to get car he will be able to find the best car for the best price.
I live in Ms and traveled to Ar to get my wife’s car which saved me $4000 on a better car one year newer and half the mileage of one I was looking at locally.
Also did the same thing on both my boys cars.
my son is still driving the 2013 Accord I bought him in high school with minimum problems after 7 years.
Other son is driving 2008 Toyota fj i bought in high school and has been graduated since 2013.
i advise like alot of others to get certified preowned which carries same warranty as new vehicle.
good luck and be patient there is good deals to be found.

He might want to look at new over gently used, when looking at total cost of ownership I suspect it will be close to even if not even cheaper. New cars are sitting on lots with consumer confidence down. dealers are willing to negotiate and have more room on new car compared to used. Used car prices are still inflated from COVID/cash for clunkers. Also, you can get a much better rate one a new car when financing, and you get the bumper to bumper warranty.
I would be looking at a crossover for more versatility and similar MPG: CX5, CRV, HRV, Rav4, Corolla Cross, Crosstrek, Forester
Alternative is to buy a well maintained 5-10 year old Lexus ES, RX, or NX for around 15k ish and pocket the rest of the money
