NOLA won't call this what it is because they don't want to deal with it or have the resources.
Real reason is they don't want any Federal oversight or involvement by proclaiming the shootings have a pattern.
It's a serial killer or killers.

The interactions I’ve had with NOPD brass and patrol strongly favor continu oh my k ed federal involvement.. Absent federal involvement the clearance rate on violent crimes would likely suffer.

I have been saying this is a serial killer since early last year. NOPD keeps denying it yet they have zero arrests and zero explanations. They act as if the shootings being "random" and the victims having no relation somehow disproves it being a serial killer yet I think it makes it the most likely explanation.

Has anything been released regarding the victims and timelines for all these murders? It would be nice to start watching for trends. Just seems like too many cases to not be connected in some way.

Very few, if any, 'innocent' victims.
And really no victims have come forward.
Every now and then you get someone caught in the crossfire who speaks up.
Last week the woman who had her glasses shot off just pissed off the wrong person. Never heard if JPSO caught him, they said it would be easy to.

I ran into this woman’s daughter at a REI store Saturday here in Orlando. She saw my lsu shirt and we started talking. She brought this up and told me they hadn’t caught him.

That's a wild story that doesn't fit everything else. I wouldn't really consider it part of the bigger issue in NOLA East, but not really surprised it didn't move the needle on TD
