So, he cannot be charged for any federal crimes committed during that time period. ...

Israel can "fend off" Islamic rebels because the Islamic rebels (basically ISIS) are backed by Israel and the United States.
The Assad regime is backed by Russia and Iran.

He's just getting paid to not work. His salary was guaranteed.
